Charles Schwab. You can change your Schwab investments as often as you like. If you have elected to not pay the annual access fee, you can invest any funds above $3,000 in your HSA cash balance.

Devenir. Pending transactions must be completed or canceled before changes can be made. There are no additional trading fees beyond the 0.50% fee (based on invested assets, debited quarterly).
